【Assistant Dogs for People with Disabilities】
Most airlines allow assistance dogs that provide assistance to people with disabilities to board the aircraft, but it is recommended to contact the airline before departure. Some airlines may require verification of the permit issued by the Hong Kong Agriculture, Fisheries and Conservation Department in order to arrange for the dog to ride with the disabled person.
Hong Kong has strict regulations on the import and export of animals. Unless a special permit issued by the Hong Kong Agriculture, Fisheries and Conservation Department is obtained in advance, no cats or dogs can be imported into Hong Kong. If you want to bring disabled assistance dogs into Hong Kong, you must obtain a permit issued by the Hong Kong Agriculture, Fisheries and Conservation Department before arriving in Hong Kong.
When applying for the import of assistance dogs, the following documents must be submitted to the Agriculture, Fisheries and Conservation Department, and the fees must also be paid when submitting the application form:
Completed application form-Form No.: AF240 (PDF format)
Completed Declaration Form-Form No.: PC102 (PDF format)
Assistance Dog Certificate-A completed supplementary certificate issued by an official accreditation body to prove that the animal is a qualified assistance dog rabies antibody blood test report-Form No.: PC103 or PC104 (PDF format)

In Hong Kong, the law prohibits dogs from appearing in restaurants, but assistance dogs assisting people with disabilities are exceptions. It is recommended that passengers make a reservation when booking a restaurant. Assistance dogs can also take various public transportation in Hong Kong and enter the venues under the management of the Leisure and Cultural Services Department.
It is recommended to wear a certification neckband or other accessories for the assistance dog so that it can be recognized as an assistance dog for persons with disabilities.
